Kelly Mauck

For more than 30 years, Kelly has lived, worked, and served in Island County. His career has been defined by a lifelong commitment to public service — as a volunteer, law enforcement professional, administrator, and now as your elected Island County Assessor.

 

Kelly believes public service is about accountability, fairness, and giving back to the community that he has been fortunate to raise a family in and call home. Those values continue to guide his leadership and commitment to serving the citizens of Island County.

Prepared Through Service

Kelly’s commitment to public service began long before he ever sought elected office. After moving to Oak Harbor in 1993, he immediately began volunteering as a Reserve Deputy with the Island County Sheriff’s Office. He was later hired full-time by the Skagit County Sheriff’s Office before returning to Island County in 1996 as a Patrol Deputy serving the citizens of Whidbey and Camano Island.

In 1999, Kelly’s life changed forever when his sister, a Kansas corrections officer, was killed in a car accident, leaving behind a 5-year-old daughter. Kelly adopted and raised his niece as his own — an experience that deeply shaped his commitment to family, service, and responsibility.

Kelly quickly advanced through the ranks of the Sheriff’s Office, eventually serving as Patrol Sergeant on Camano Island before being appointed Undersheriff in 2007 at just 35 years old — becoming one of the youngest Undersheriffs in Island County history. As Undersheriff, Kelly helped oversee every aspect of a complex public agency, including budgeting, personnel, labor relations, policy development, risk management, public outreach, and the daily operations of nearly 70 employees.​ Long before ever asking the public for their trust as Assessor, Kelly continued investing in the experience, education, and real-world knowledge necessary to responsibly serve in the role.

Following his law enforcement career, Kelly intentionally pursued experience and training in fields directly connected to property valuation, construction, and real estate. He became a licensed real estate broker, licensed home inspector, state-certified building inspector, and general contractor, later earning accreditation through the Washington State Department of Revenue as an accredited appraiser.​ These experiences provided Kelly with practical, real-world knowledge of construction quality, property conditions, market behavior, land valuation, and the many factors that influence fair and accurate assessments.

 

Since taking office as Island County Assessor, Kelly has focused on improving transparency, consistency, professionalism, and public service within the Assessor’s Office. Under his leadership, the office has modernized public tools, strengthened training and valuation standards, significantly reduced appeals, improved taxpayer outreach, and maintained responsible budget management.​ Kelly believes qualifications for public office are demonstrated not only through education and credentials, but through leadership, accountability, real-world experience, and a proven record of ethical public service.

 

As your Assessor, Kelly remains committed to providing fair and accurate valuations, strengthening transparency and public outreach, supporting a professional and accountable office culture, and ensuring taxpayers are treated with respect, responsiveness, and fairness.​ Kelly remains committed to earning and maintaining the public’s trust through transparency, accessibility, professionalism, and responsive service to the people of Island County.

Moving the Assessors Office Foward

During Kelly’s first term, the Assessor’s Office has focused on measurable improvements in accuracy, transparency, efficiency, and taxpayer service. Through modernization efforts, increased professional standards, stronger valuation practices, and responsible fiscal management, the office continues to make meaningful progress for the citizens of Island County.

While much has been accomplished, Kelly remains committed to continuing to improve public access, strengthen uniformity and fairness, modernize systems, and ensure taxpayers receive professional and accountable service.
